 Across Australia, disparities in civic participation remain evident when comparing Indigenous Australians and new citizens with the general population. The evidence from datasets provided in the govhack competition show clear and persistent gaps in enrolment, turnout, and civic trust for Indigenous Australians and new citizens. DemocraMap is designed to respond to these challenges by identifying priority regions, consolidating data on participation gaps, and guiding targeted interventions, ensuring that electoral education and outreach resources are directed where they are needed most. 

  

Drawing on official datasets from the Australian Electoral Commission, the Department of Home Affairs, and the Scanlon Foundation’s Australian Cohesion Index, we built DemocraMap – an application that consolidates geographic, demographic, and enrolment data into a single interactive platform. Its purpose is to provide practitioners, policymakers, and civic educators with actionable insights to strengthen electoral participation, especially in regions where systemic barriers persist.

 The DemocraMap application is designed as a decision support tool to identify, visualise, and address participation gaps in Australian democracy, with particular attention to Indigenous enrolment and new citizen engagement.

Interactive Map

 The first section of the application is an interactive map, which allows users to configure and visualise electoral challenges through a series of toggle options. By selecting Indigenous, New Citizen, or National Electoral Education Centre Outreach layers, users can focus on specific groups and regions of interest. All regions are displayed with baseline markers, while areas identified for targeted National Electoral Education Centre outreach are highlighted with distinctive overlays. This configuration enables users to see both the breadth of participation gaps nationally and the concentration of priority areas, forming the basis for more detailed analysis in subsequent sections.

 The second section translates the map selections into structured tables, providing detailed information on enrolment rates, turnout, informal voting patterns, and identified intervention strategies. These tables dynamically reflect the configuration set in the map, ensuring coherence between visual representation and data analysis. Where National Electoral Education Centre Outreach priorities overlap with Indigenous or New Citizen gaps, the corresponding rows are highlighted, allowing for easy identification of critical regions. This functionality creates a bridge between geographic visualisation and statistical evidence, ensuring that decisions are informed by both spatial and numerical perspectives. 

Brief Strategy Generation

 The third section enables the production of AI assisted strategy briefs, which synthesise the configured datasets into practical recommendations. Users may specify the focus of the brief, such as Outreach, Budget, Demographics, or a Custom Focus, and the system will generate a tailored plan. The briefs contextualise the data from the map and tables but do not repeat it. Instead, they reference key regions and figures while outlining concrete steps, priorities, and recommendations for practitioners and policymakers. This ensures that the insights drawn are not static summaries, but forward-looking strategies designed to support effective action in the field.

 Taken together, these three components position DemocraMap as a modern civic technology solution to long standing challenges of democratic participation. By linking visualisation, data evidence, and actionable planning into a single workflow, the application supports electoral agencies, educators, and community leaders in identifying where interventions are most needed and in designing responses that are practical and proportionate. In doing so, it directly contributes to closing the gaps in Indigenous enrolment and new citizen participation, while strengthening public trust, belonging, and representation within Australia’s democratic system.
